43rd Senior Officials Meeting on Energy (SOME) and Its Associated Meetings - Day 3

𝟰𝟯𝗿𝗱 𝗦𝗲𝗻𝗶𝗼𝗿 𝗢𝗳𝗳𝗶𝗰𝗶𝗮𝗹𝘀 𝗠𝗲𝗲𝘁𝗶𝗻𝗴 𝗼𝗻 𝗘𝗻𝗲𝗿𝗴𝘆 (𝗦𝗢𝗠𝗘) 𝗮𝗻𝗱 𝗜𝘁𝘀 𝗔𝘀𝘀𝗼𝗰𝗶𝗮𝘁𝗲𝗱 𝗠𝗲𝗲𝘁𝗶𝗻𝗴𝘀 | 𝟭𝟲-𝟭𝟴 𝗝𝘂𝗻𝗲 𝟮𝟬𝟮𝟱 | 𝗞𝘂𝗰𝗵𝗶𝗻𝗴, 𝗦𝗮𝗿𝗮𝘄𝗮𝗸
[𝗗𝗔𝗬 𝟯] - The Ministry of Energy Transition and Water Transformation (PETRA), in its capacity as Chair of the 43rd ASEAN Senior Officials Meeting on Energy (SOME), successfully concluded a series of high-level energy dialogues today with the convening of three significant meetings at the Sheraton Hotel, Kuching. These engagements marked an important milestone in strengthening regional cooperation and advancing ASEAN’s shared vision for a sustainable, secure and interconnected energy future.
The day commenced with the 24th SOME+3 Energy Policy Governing Group (EPGG) Meeting, which brought together senior representatives from ASEAN Member States (AMS) and key dialogue partners, China, Japan and the Republic of Korea. The meeting acknowledged the progress of the ASEAN Plan of Action for Energy Cooperation (APAEC) Phase II (2021–2025) and explored preliminary directions for APAEC (2026–2030). Member States also shared updates on joint initiatives, particularly in the areas of renewable energy deployment, energy security and peaceful use of nuclear energy.
This was followed by the 3rd ASEAN-European Union (EU) Energy Dialogue, which focused on deepening energy relations between ASEAN and the EU. The session featured policy updates from both sides, including the EU’s support for ASEAN Power Grid implementation and renewable energy integration. Key areas of collaboration discussed include enhancing cross-border electricity trade, improving energy efficiency in urban settings, and implementing the ASEAN-EU Energy Cooperation Work Plan (2025–2026). This work plan outlines priority initiatives which include flagship green initiatives such as the ASEAN Green Initiative and the Sustainable Connectivity Package (SCOPE). Both sides reaffirmed their mutual commitment to long term cooperation in pursuit of low carbon and resilient energy systems.
The day concluded with a Special Governing Council Meeting of the ASEAN Centre for Energy (ACE), chaired by Malaysia. The closed-door session was attended by all AMS and included the endorsement of ACE’s Audited Financial Report for 2024. ACE also presented progress updates on its 2025 Work Plan, including early-stage developments on renewable energy subsidy frameworks. Preparations for the ASEAN Energy Business Forum (AEBF) 2025 were also discussed, with a focus on catalysing green investment and innovation. Malaysia underscored ACE’s critical role in supporting regional energy transition efforts.
The outcomes from the meetings held over the past three consecutive days will contribute directly to the agenda of the upcoming ASEAN Ministers on Energy Meeting (AMEM), scheduled for October 2025 in Kuala Lumpur. These collective outcomes represent a key step in achieving ASEAN’s long-term goals of energy security, sustainability and economic resilience. They also reinforce the importance of inclusive dialogue and multilateral collaboration in shaping a greener and more interconnected energy landscape for the region.
The third day ended with a Dinner held at Royal Kuching Cruise in the evening. The event was graced by the presence of YB Tuan Haji Akmal Nasrullah bin Mohd Nasir, Deputy Minister and Minister of Energy Transition and Water Transformation.
